BOUAGBA Herva Noelly Epse MANGOUA is the current Deputy Director of Gas Promotion at the Directorate of Supply, Refining, and Distribution (DARD) of the General Directorate of Hydrocarbons (DGH) at the Ministry of Mines, Petroleum, and Energy (MMPE Côte d’Ivoire).

She graduated from the École Supérieure des Mines et de la Géologie (ESMG) as a Senior Technician in Public Works with a focus on Mining, then in Engineering Techniques at the EFCPC of the Félix Houphouët-Boigny National Polytechnic Institute of Yamoussoukro (INP-HB), and finally in Engineering at the CSI Group Polytechnic Pole of Abidjan.

She started her professional career in 2005 at the Regional Directorate of Mines and Petroleum in Abidjan as a Research Officer and later as Head of the Hydrocarbons Department in the same Directorate.

In 2015, she joined the DGH and held the position of Head of Networks and Transport Service at the Sub-Directorate of Storage, Transport, and Distribution from 2018 to July 2023.
