ENPC: Powering Eswatini’s Path to Energy Independence

The Eswatini National Petroleum Company (ENPC) may be a young player in Africa’s downstream oil sector, but it has already established itself as a vital institution for the Kingdom of Eswatini and an increasingly influential member of the African energy community.

Established under the Petroleum Act of 2020, ENPC was born from a national vision: to guarantee petroleum supply security, build resilience, and reduce dependence on external suppliers.

Since its inception, ENPC’s success has been fuelled not only by its determination to safeguard Eswatini’s energy future but also by its active membership in the African Refiners and Distributors Association (ARDA). Through ARDA’s network, ENPC has gained access to valuable industry insights, regulatory guidance, and best practices. These resources have enabled the company to accelerate its growth, improve compliance, and connect with the right partners to achieve its ambitious goals.

“Our experience with ARDA has been invaluable, providing guidance, networking, and industry insights that support our mission to enhance fuel security and contribute to Eswatini’s socio-economic development,” said Mr Sihle Mavimbela, General Manager for Operations. “The collaboration has strengthened our ability to deliver on national energy priorities while learning from peers across the continent.”

Building Foundations for Energy Security

From its earliest days, ENPC has worked to build the infrastructure and systems needed to protect Eswatini’s energy future. One of its flagship projects is the planned Strategic Fuel Reserve Facility (SFRF), designed to store 80 million litres of fuel (equivalent to 60 days of national supply), with a longer-term vision of achieving a 90-day supply buffer. Construction is expected to commence in 2026, marking a significant milestone for both Eswatini and the wider regional energy landscape.

ENPC has also driven innovation in the LPG sector with the introduction of Phephile Gas, the country’s first composite LPG cylinder. This groundbreaking product is lightweight, rust-free, non-explosive, and translucent—allowing users to monitor consumption safely and easily. Together, these initiatives underline ENPC’s commitment to energy security, accessibility, and consumer safety.

Innovation and Sustainability

Innovation is central to ENPC’s mission. With projects like Phephile Gas and modern distribution systems planned for the SFRF, the company is setting new standards for safety, efficiency, and sustainability in the region. These efforts align closely with Africa’s wider transition to cleaner, low-emission fuels and environmentally responsible energy solutions.

“Though still a young company, we have laid strong foundations for long-term sustainability and regional collaboration in the downstream oil sector. Our vision is to be an innovative leader in petroleum supply that drives economic growth and sustainability,” said Mr Mavimbela.

Overcoming Challenges

As with any young organisation, ENPC has faced challenges along the way—from reliance on third-party LPG delivery trucks to shortages in cylinder stock and the complexities of licensing and safety compliance. However, the company has consistently turned challenges into opportunities by investing in in-house fleet expansion, strengthening inventory management, and prioritising staff training.

These practical solutions not only enhance ENPC’s resilience but also provide valuable lessons to share with other ARDA members navigating similar operational hurdles.
